Ok, that's not an issue - it was an update in recent versions: you *should* have the Environment properties under Render Settings as 'a fixture' - for some reason they decided to make it an 'add in' with that later version.
The main issue you may have is that the HDRI may not have been developed for use within Daz Studio so it may be the 'wrong projection' (not sure of hte correct terminology). The lighting WILL rotate - there is a Rotate Dome property (0 to 259 degrees) by which you can rotate the 'dome' which both alters the view you see of the HDRI at render time but also how the light taken from the HDRI is projected into the scene.
What I meant when I said the lighting cannot be frotated is that it is oriented to match the shadows showing in the HDR image on the dome. You can rotate the dome, which rotates the lighting also. If you hide the image of the HDRI, the lighting will still remain, and can be rotated like a normal light. When the image is showing, it would not do to have the light shining from a different direction, as your scene shadows would then be cast in the new direction, while those in the HDRI would remain pointed in the direction that was baked into it.
The instructions for the Underwater HDRI are for DAZ Studio. HDRI's can be used in any application that can read the .HDR format. DAZ Studio can, and so too can Poser and Blender, as well as Bryce 7.1 Pro. It is possible to make HDRI's in Bryce, and there are some great tutorials  by David Brinnen and Horo that cover doing that.

Evening here in Ohio... I've spent the last 2 days trapping a friend's feral kittens in their back yard!  whew... I'm exhausted!
Loosing my mojo to the contest over at Daz... I'm glad the month is almost over... You are welcome to render something for the monthly challenge Sanbie... it's... shop... this month!

I'm confused!  I thought it was a place every month.  Australia.  Paris.  Japan.  What did I miss?
